16. 12. 2025 - The European Parliament has approved modifications to EU programmes to facilitate the financing of defence projects.The EU wants to strengthen its own defence industry more quickly and also support Ukraine's defence capabilities.

The approved measures will allow existing EU funds - such as Horizon Europe, the European Defence Fund, Digital Europe and the Connecting Europe Facility - to be used more for defence and security-related projects. This is not new money, but a change in the rules to allow more flexible use.

Dual-use technologies, i.e. civilian solutions with possible military applications, such as in research, digital technologies or transport infrastructure, will also be supported. Defence technologies will also become a separate strategic area within the STEP platform.

The Parliament has also pushed for greater involvement of Ukraine, whose defence industry will be able to draw support from the European Defence Fund and participate in joint projects with EU companies.

Special attention is to be paid to SMEs and start-ups, which often do not have access to funding for large defence projects but play a key role in innovation.

After formal confirmation by Member States, the new rules will be put into practice.
