MEPs have backed a proposal to change the way cars and light commercial vehicles are manufactured and disposed of in the EU. The aim is to ensure that as many parts as possible can be reused, repaired or recycled at the end of their useful life.

New cars will have to contain a mandatory proportion of recycled materials - especially plastic. Cars should contain at least 20% recycled plastic within six years of the rules coming into force, and 25% within ten years if it is available at an affordable price.

Manufacturers will have an extended responsibility: they will ensure the collection and environmentally sound treatment of old cars and bear the cost of disposing of hazardous substances. At the same time, the rules on the export of used cars will be tightened - only cars not destined for scrapping could be exported from the EU.

MEPs say this is a step towards a circular economy that will strengthen environmental protection and resource conservation. The proposal now awaits further negotiations with member states.
