Support for stronger European leadership in the search for peace in Ukraine
In the resolution, the European Parliament stressed that the EU must take greater responsibility for European security - especially in a situation where the US approach is described as "ambivalent" and potentially threatening to negotiations on long-term peace.
MEPs demand that any agreement should respect international law and guarantee that Ukraine will have strong security guarantees from the EU and the US. These should be strong enough to deter any attempt by Russia to resume aggression.
Parliament also unequivocally rejects any annexation of Ukrainian territories. Any temporarily occupied territory "will never be considered by the EU to be Russian", the resolution states. At the same time, MEPs recall the principle that "Ukraine must not be decided without Ukraine and Europe without Europe" - that is, that the EU must be a full party at every negotiating table.
An important part of the resolution is the call for the creation of a so-called "reparation loan" for Ukraine, financed from the proceeds of frozen Russian assets. MEPs said this instrument must be legally and financially firmly anchored and must not become the subject of negotiations with Moscow.
Parliament also warns that no sanctions against Russia must be lifted before a peace agreement is concluded and fully implemented. If Moscow refuses serious peace talks, the EU should, in its view, impose further significant sanctions.
