Simplifying rules in the internal market

Parliament warns that complex and inconsistent rules are holding back entrepreneurs - especially small and medium-sized enterprises (SMEs). The draft resolution calls on the EU and Member States to remove barriers, shorten licensing, harmonise certifications and simplify notifications, permits or reporting for businesses.
One of the key points is digitalisation: strengthening single digital platforms, the so-called "one-stop shop", so that companies can handle multiple tasks online in one place. There is also talk of extending e-identities and digital tools for businesses so that reporting is not repetitive and information is not collected over and over again.
The resolution highlights that the rules must be balanced - simplification should not mean a reduction in consumer protection or environmental standards. Paradoxically, it is often the complexity of the rules that results in uncertainty, and this worsens Europe's competitiveness.
The European Parliament also asks the Commission to set clear deadlines for removing the most unnecessary administrative burdens - targeting a 25% reduction in business costs for large companies and 35% for SMEs by 2029.
